Financial resources are those instruments and assets that can be easily used as money/ readily converted into money to purchase other goods and services. Examples cash, bank deposits, investment in treasury bills, open-end mutual funds, tradeable bonds, shares, etc.
If you have anything worth money it is a financial resource.
