Sure it is. When you look athte the development of a country creating a liveable environment has to done. by saying that I mean can they grow their own crops? Are they totally dependent on sea life for food? What is the growing season? This would all play into what natural resources are there wihtout resources like lumber how are you going to build houses, fuel for keeping people warm or to power houses and create light.
ABSOLUTELY...climate effects how a country develops by what kinds of domestics it can produce, what kinds of foods it can produce, whether or not the local populace is used to harsh climate conditions, and many other factors.
Look at humanity in general - we thrive in areas where the climate is moderate, but there is always an element of our populace who thrive even more in bitter weather areas, or who look for extreme climates to travel to.
Yes, stability of a climate is very important as well as it being conducive to whatever industry is looking at the area. Example: a farming/crop growing industry would prefer a longer growing season and probably wouldn't want an extremely northern location.

Well it depends on the kind of industries it wants to develop. If its looking to develop industries such as tourism or agriculture it most certaintly is but the thing is that countries with a bad climate find other ways to compensate by developing alternative industries. For example the UK hardly has the ideal climate to develop agriculture to an extent that it could support its entire economy but it has compensated by developing its industry and service sectors.
