No it simply means that there is a strong GDP in comparison to the number of people that live there. The smaller the number of people the easier it is to skew statistics. So a few ultra wealthy people can bring up the average of a lot of poor people. So as in any statistic there are things that move it and not always as you would think it might. Here's why per capita GDP is so high.

The definition of GDP is The monetary value of all the finished goods and services produced within a country's borders in a specific time period. !. Wikipedia just got proven recently that it isn't always right anybody can post anything on it. 2. luxembourg is the richest country but that doesn't mean they are all rich. For example U.S.A is 3rd richest country and we still got some hobos.So I think that answers your question.
