If you mean what countries economic growth comes from its people instead of its government, any country with an open market would be your answer. Countries with a demand economy grow only because the government tells its people what to do and how to contribute, this is usually not effective at all. Open markets work because ideas that fail fade and ideas that work survive. Demand markets tend to keep ideas that are inefficient and beneficial only to the government, not to its people. So countries that developed due to the initiative of its people would be countries like the US. Chinas economy has grown considerably by moving slowly from demand to market structure. It took a little freedom to save a country with a huge population. It was failing because people had no initiative to make it grow, other than to do what they were told to do.
