Impose a per child tax on the breeders having children.
Stop doing out of control sex
Besides romoting birth control, we can attempt to raise individual earnings. As people make more money, they tend to have fewer children.Japan, Germany, Italy, even the U.S. are all experiencing falling birth rates ( perhaps leading to social security problems in the future, as there are fewer "workers" to support retirees). Population rates are high in the third world, poorly developed countries.

formal education, esp. the poorest country were half a dozen of kids are born in just one family. The real question is why. Why would a family who can hardly make both ends meet, have lots of children?

In Asian countries, you will notice that they have 6-9 kids in a family, while in European countries the biggest number of kids they got is probably three(3). For one thing, European couple doesn't want to be tied up at home, because of their individual career, while most Asian housewife are merely at home(cooking,washing cloths, attending to kids..etc). So this is were the biggest bulk of population are concentrated at the moment in Asia.

Slow down the rate of population growth? I hope. But by formal educating people in the rural sector about family planning can alleviate the growing number of children in our midst. But there are set backs esp. if the country is a Roman Catholic since they donot believe in contraceptives so there is no real measurement in dealing with over populating the mother earth.

Well we have the natural calamities- hurrican, typoon, tidal wave, earth quakes, floods...etc which some how counter balance the number of people here on earth.
