Why is petrol so expensive here in Ireland in comparison to other countries?

Import costs, considering Ireland is an island? That's my guess. Plus, does your country have high taxes? That could add to the cost to the consumer.

as far as I know, Ireland doesn't have many oil wells. therefore the government has to import it.

There a several things that set the price of petro.
Supply and demand is one of the main ones. Taxes, government and local is probably the biggest one. Also, the availability of refineries in you country. Many countries, including Iran by the way, have to import gas (petro). It is much more expensive to transport than just plain oil.

We have high duty on our petrol prices. Actually, comparable to the UK we are about equal and most of Europe is more expensive than us.
In Ireland prices are about $6 per gallon.
Our currency is stronger than the dollar so that isn't a factor.
