I think it's a great idea in a lot of different countries, from latin america to asia, but for slightly different reasons in each place. everybody wants to be on the net but in developing countries not everybody has a computer at home yet, so cafes are a very important part of peoples connectedness.

your advantage is that in developing countries you can cheaply import slightly obselete models from developed countries, and it is not difficult to provide a superior standard of service in a developing country. for this you need a secure, reliable, and inexpensive way to get the computers and bring them to the country you are working from. that is maybe the most crucial thing you need to be able to do.

your disadvantage is profits are smaller than they are in a developed country, but you will be providing a service which people will depend and rely on since they can't do the computer thing at home. so your profits may be small, but they will be solid. your overhead costs can also be very low, if you can find a cheap space to buy or rent in a good location and provide a supply of cheap internet, you will be in business for a very long time. Developing countries normally have a great deal of contractors come in from 'developed' countries. These people normally get paid an ungodly amount of money to 'develop' these countries. Of course these contractors have homes and families half a world away. They would love to spend their hard earned money to contact and stay in touch with their families. That is your first demographic. Your second, are the locals that will use the service.

Internet cafe operators are simply re-selling ISP (Internet Service Provider) connectivity to the world-wide web. Therefore, just like the ISP, the internet cafe owner seeks paying customers, who can afford to pay and who have some motivation to use the service rather than just connect from at home via their PC and dial-up (or DSL) service. Americans have no clue what a developing country is, other than "they don't have what America has" - which is partly true. They have other economic drivers and socio-economic priorities.

If by developing country then, you mean a country where the general populace is very poor and the economy is a very basic, commodities-driven one with little regulation or conformity to international trade standards, what possible "benefit" would operating a cafe there bring to anybody?
