Can somebody give me an account of a Bureaucratic Nightmare?

My Stepfather was being financially exploited and emotionally abused by his daughters. I called Adult Protective Services. (Whose top two stated priorities are the "Investigation and support of Prosecution of crimes against the Elderly", per their mission statement.)

Being a retired police detective, I provided them with documentation, evidence, narratives, and lists of witnesses, and how to contact everybody. Basically a full case report, minus a couple of things that have to be done from "within" the system.

Nothing happened, and they eventually admitted they "didn't do criminal investigations". So I contact my old agency; the State Police. They say, "We don't do those, Adult Protective Services does".

I explain that they don't, and raise a fuss with a few politicians. The State Police send out a detective, and a new APS employee also come out to interview my Stepdad. Finally, they agree there are crimes, and the state police detective says she'll investigate the financial crimes, if the APS "investigator" will investigate the other charges.

(Splitting a case is a bad idea, but there you go; I'm not in charge...)

A few weeks later, APS calls, and says they've fired this new investigator, who was the only one doing anything. The "old" investigator asks, "So, is everything fixed for you all now?"

Of course not!

I raise some more hell, and get a call from the state director of APS, who, surprisingly, confirms what the local idiot has said. "We don't actually do criminal investigations." (I had thought this was an excuse to cover the laziness of the initial investigator. It seemed too illogical to be possible!)

"Okay," I say, "I see now this is really your policy, though it doesn't make sense. Now, would you please call the state police and explain that, so that they'll cover the offenses that your person WAS going to investigate, but isn't now?"

"Oh, don't worry. I got on the investigator, and she's GOING to be involved!"

"What? Why? You don't DO criminal investigations, and this IS a criminal investigation!"

"We have to be involved, and she will be involved; don't you worry!"

At this point I'm about to pull my hair out. I'm now communicating with everybody via certified mail, so that when it all falls apart I can ruin somebody's career.

I've contacted some friendly politicians to ask to speak before the state congress, and suggest abolishing the useless APS, and saving us all millions of dollars. I've also contacted the State Police with a complete description of the course of events and comments by the APS head.

My Mother first called APS for help in mid-November. It's mid-February now, and the initial APS investigator she called still has never met the victim in person.

APS is ostensibly there to help the elderly, but what it actually does is give police agencies an excuse not to work these cases, then APS lets them wither and die, until people stop complaining about them. Sometimes the people needing help probably wither and die, too.

If I weren't experienced with the system, and have the time to be a pain in the *** to everybody, nothing would be getting done at all!

THIS has been (and still is) a nightmare.

Don't get old in Indiana!
I had a very vivid nightmare with the Netherlands Immigration , influenced by their very own controversial Immigration Minister Rita Verdonk. I was refused twice for study permit and overlooked for two advantageous aspects: a naturalized Dutch parent and sponsor , and my authentic Letter of Acceptance.
Living in Netherlands was much more tough than the dream holiday in Amsterdam! Dutch policies towards immigrants were unpredictable and constantly revised. Study permits were issued for a period of 1 year, but with renewal deadlines 4-5 months in advance, so bureaucracy was endless, and there's almost no remedies for missing renewal deadlines! In such a case u must return to your home country and go through the same immigration pocess again.
The foreign Police at the city Halls, the policymakers and enforcers seemed to have a lack of communication and poor organization. On many occasions, the service delivery was poor, and the staff had no awareness, so u were basicaly sent from one dept to the next. It has been time consuming and frustrating.
The Official Dutch website for immigration is disapointingly very brief and discreet compared to Canada, U.K or Australia.
International students have to gamble their chance at getting a job, bcoz employers have to apply and pay for their work permit themselves , so only Dutch students were gladly hired to avoid the bureaucracy. International students had very little rights regarding govt benefits on public transports, financial asistance etc..even no consideration for a Dutch Sponsor!
So my father who had contributed to the Dutch economy for years, had to pay the full cost on everything for me, since I couldn't get a job. Financial strain led to relationship strain.
For a country who markets his education to international students, there is no infrastructures in place to help them. They have a private Health care system, and it was hard getting registered at a private clinic bcoz I had a Student health Insurance bought with an Int. Insurance franchise firm, but interestingly not compatible for direct payments on the clinic's account. Doesn't make any sense. Finally, I had a personal agreement with a clinic that I file with my insurance firm directly , while I had to write-off the invoice by direct debit from my own account. Never ending Bureaucracy !

I just googled the latest Dutch Immigration news, and I read hat it's even getting crazier:
-pending cases for asylum seekers
-Dutch Imigration Ministry will take over from Foreign Police!
-Newcomers and settled immigrants will be forced to successfully pass an integration examination to prove intergration!
