It really is hard to say, the difference between the rich and the poor grows wider, so one would assume that rich are getting richer the poor poorer.
But the difference between the poor in say 1950 and 2007 has also changed, many of the poor are quite a bit richer thanks to technology. A poor person without a TV who cant afford to feed his family is not as rich as a poor person with a TV who can't afford to feed his family in 2007. The 2007 poor person is richer, by one TV set.
Homeless people who were once taken and put in institutions against their will are not anymore so we perceive them as being poorer because they are homeless living on the street, but they are richer because they have their free will.
The poorest of the poor in Africa's situation has gotten worse, because the agricultural situation has changed for the worse, their is more corruption in their governments then there was under old colonial rule. Wide spread HIV virus has also hurt their economy.
But even some of the poorest countrys have started to rebound thanks to globalization, Brazil, India, Russia and China, once much poorer are starting to thrive. Some of the benefits is filtering down to the people. These countries may seem like isolated cases, but the can't be taken lightly because they make up over 30% of the worlds population.
