I'd say Italy or Germany - traders were really strong in these even back in middle ages.

Netherland became the capitalist leader around Renaissance time.

And capitalism was created by the traders, not introduced by the state.
The Netherlands comes closest to practicing capitalism.
I think it was the Italian city states like Venice, Genoa, and Florence.
The merchants ruled the Renaissance in the 1300's.
