What are some policies for a greenbelt system (for community development)?

I am confused by this question. "Greenbelts" have been enforced since 1947 as areas where most urban development is prohibited. Recreational development is sometimes allowed. The idea is to have some countryside within easy reach of most residents of the cities they surround.
