Answer:
A federal minimum wage will not apply to ALL minimum wage workers, because the federal government only has legal authority, per the constitution, to regulate INTERSTATE commerce (not commerce within a state).
As a practical matter after decades of court interpretations of this, that means Federal commerce laws such as Minimum Wage laws do NOT apply to businesses that employ less than 15 people (if i recall correctly). So, many small businesses are not directly affected.

It will apply to anyone. If anyone works a known job, they must be paid the minimum wage allowed.
this will effect everyone because those who made minimum wage are due an increase and those who made more than it are also due an increase. Teenagers who work on the book are definitely effected too. The only people i can see who might not be effected too much are people who make a living waiting tables or commission based jobs.

Actually, it applies to anybody currently in the work force making minimum wage. Of those in the work force, 2% are at or below minimum wage. This does not include farm workers.
As for everybody gets a raise. I don't think so. This is a tax-transfer scenario. The business owners are being told they must and will pay a hirer wage to those at minimum wage. This will have a negative effect on the economy. Our MPC will drop. In other words, we will not consume as much. Therefore, no extra money for the middle class raises.
