well, is a short sentance is when a person doesnt have money, and struggles to live from the very little they have.
Poverty is thinking you don't have enough
When people cannot meet the basic necessities of life. Anyone who is receiving welfare is poor (unless they're committing fraud). They are receiving assistance because they don't have enough money on their own to afford housing or medical care or food. The poor I have known thru my work go to food pantrys & many eat at soup kitchens. They can't afford toothbrushes, toothpaste & many other items we take for granted. That's what poverty is.
The official definition of poverty is if you earn less than three times the amount it costs to pay for a nutritionally adequate diet.
