It is basically market segmentation: you try to achieve the most efficient way for spending your money. Campaign strategist try to segment the group of voters into sub groups where they can send detailed messages and expect to have a more convincing argument. E.g. if you promote childcare for every familiy from the age from 4 - 6 years you try to send this message to families which have children of this age and not to managers of oil companies. But the same party may have a tax concept which reduces the tax load for investment in alternative energy research, so you send this message to the manager but not to the family with kids.
