I would guess it's for the same reasons as elsewhere. That is to say that rural populations are more prone to poverty because there are fewer opportunities and less or weaker social services. Mostly, though, the fact that individuals born in the rural areas won't have the diversity of various opportunities.

You are also assuming that there is something bad and ineffective about poverty because you use the term vulnerable. Is poverty a force to be vulnerable to?

I have known people most of the world would consider impoverished who were happier and more generous than nearly all the wealthy people i have known.

A key to happiness is to be grateful for all the gifts one receives, no matter how large or mysterious.
