Can anyone help me with below question?

The minister of Employment and Social Affairs asks you to
advise him regarding how to reduce the unemployment rate in the country. He is
thinking of stimulating unemployed workers to find a job by imposing a sanction if
they did not send job applications. The sanction would consist in a reduction in the
level of unemployment benefits. One of his colleagues thinks it is not going to affect
the unemployment because he believes that the policy will stimulate some
unemployed workers to look harder but that will not increase the overall number of
jobs.
Discuss the effects of the proposed policy on the natural rate of unemployment, being
sure to describe the relevant aspects of the functioning of the labour market. What
would be your advise to the minister ? Explain your argument within the context of a
model of natural rate of unemployment.
