What does "fluffy" mean in economics ?

Answer:
I've been an economist for 24 years, and I've never heard the word "fluffy" used in an economic sense.

I've never even heard an acronym that could be pronounced 'fluffy.'

I've been racking my brains to come up with an acronym that ends with "F.E.," like "something something Full Employment," or "something something Fundamental Estimator," but there's nothing.

The closest thing I can think of in the Social Sciences is the Swedish Fundamental Law on Free Expression (FLFE), and that's _not_ close.
