It is when you have to golf on a public course.
Without looking up the definition, I would say that poverty is an absolute state of financial despair. It means you can't pay your bills, you have no home or you are on the verge of eviction. You can't afford food, diapers, and clothes. This by no means implies that those who are in poverty are lacking in character, intelligence, or ambition. Sometimes, really bad things happen to the best of people. It's truly a shame.

Poverty is a completely relative term. It requires an opposing scenario. For example we have 100 people in our little nation. 98 of those people make $10 a year. 2 people make $1 a year. Only the 2 dollar a year earners are considered to be "in poverty"
Conversly.. lets pretent that our 98 people actually earn 100 milion dollars a year while those other two people make only one million per year. Again, the one millioniars are considered poor.
The so called "poor" in America enjoy fabulous wealth and ammenaties compared to the poor around the world. The poor of many african nations, asian nations and similar places would be thrilled to live as the "poverty" striken in America.
Poverty is simply the state of having less than someone else.
My comments will largely address poverty as it is understood in the USA but I have been all over the world and seen examples of genuine poverty the like of which is unknown in the USA and most European countries.

The "absolute poverty line" is the threshold below which families or individuals are considered to be lacking the resources to meet the basic needs for healthy living; having insufficient income to provide the food, shelter and clothing needed to preserve health.
But this merely set a standard for providing governmental assistance to those who were below the standard of living indexes, that is, a means of developing the kinds of programs that are available to persons and families who are in need. These now range from income assistance, social security supplemental financial assistance, food stamps, free breakfast and lunch programs for children, medicaid, children's health programs which can be entirely free, along with other supplemental programs to keep the people in the USA from the kind of utter and absolute poverty.
The average person at the poverty level in the USA lives better than many middle class people do in other countries, the statistics are unbelievable. Where the government intervention falls short, churches and other organizations often fill the gap, most especially true in larger cities where organizations regularly operate "soup kitchens" which actually do serve nutritious meals. There are also "food banks" where people can get free groceries. Unfortunately, many of these programs, as well as governmentally provided programs are infiltrated by people who don't really need the assistance but take advantage of them anyway. Accordingly, the government is probably providing far more dollars toward assistance than is actually required because of the fraudulent activity that goes unchecked.
If you have to be in poverty, there's few places on Earth better than the USA where our people on poverty have cars, computers, cable tv, beer in the fridge and cigarettes in their pocket while munching on a McDonald's hamburger.
