Fuel price increase because the demand is far higher than the production. And main cause of this is China. They started to use more fuel as they develop extremely fast. Although they consume far lower than USA, their consume is ever increasing and this effects the prices.
And if you are an US citizen shut up please.
Because 1 liter benzine is 1.40 Euro in most European countries. (~6 euro per gallon)
Get a diesel car and run it on vegetable oil.

Combine errands as much as possible, eliminate all unnecessary travel, walk, carpool or take public transportation to overcome increases in the fuel prices on your budget.

the best thing to do as a government because increases in fuel prices tend to inflate the prices of most goods in the economy is to invest in alternative renwable energy sources. as an individual using public transport is the best as you dont have to pay for the fuel and some such as trams and metros dont even use expensive fuels.
Obviously, cut back on some other expenditure, reduce your consumption, or increase your income. Gotta be one of those three, baby.
