Two words.WELFARE REFORM
I would take over the Foster Care System.
Personally, I would still live in my home, go to work everyday...nothing would change for me.
I would immediately set up a trust and find ways to give it away to worthy causes.

Set aside one billion for myself and my family. With the rest - establish a foundation for eradicating world poverty - like Bill and Melinda Gates - but developing-country-based (say in Manila). Every year, accomplishments of said foundation will be stated quantitatively in terms of:
a. target group (defined by income category, etc.)
b. change in living standard of target group, appropriately measured (reduction in the squared poverty gap ratio, reduction in subsistence poverty, etc.)
try to educate people about what is happening to our country, and try to reverse the outcome of it. help the needy, heal the sick, change peoples lives, uplift the oppressed. my list is huge.
Buy a really big boat and go fishing around the world with my friends...
Then buy a really big top of the line Peterbilt and do longhaul...
My goal would be to never stay in the same place longer than a week.
Charity is nice...but my current research is non profits and most of the $$ goes to their execs and marketing rather than the actual cause so I'd only give $$ directly to people in need...like those random coffee cans in grocery stores where some local kids need surgery or something...those are real charities.
Everything that I have ever wanted to.
