Meaning of natural resources is the resources that occur in nature. Sun, wind, waves in the ocean, water (are used to generate energy or electricity), minerals like iron ore, (used in steel production), bauxite(used to make aluminium), copper, tin, gold, silver, precious stones, carbon are all natural resources. These natural resources are the raw material to produce some goods or services. Some raw materials are man made eg cotton used to produce cloth, polyester used to make PVC, nylon etc. Without natural resources you will not be able to live on this planet. I hope this explanation is clear to you.
Regarding Phillipines I do not know much.
