How to ajdust balance of payment deficit and balance of payment surplus?



Answer:
I don't think the two conditions can exist simultaneously. A government either has a condition of deficit, or the government has a condition of Surplus. However; should the two conditions exist, the government would subtract the expense from its surplus and should have a equal condition. Perhaps??
