Terms of trade negative effects?

when a country receives aid from another, its terms of trade could rise or fall depending on its consumption patterns relative to the aid-giver. Since both possibilities are equally likely, why do economists not focus on the possible negative effects on the aid receiving country?

Because there are other things to focus on.
