I believe it's because the state has not pass a law that stating a state minimum wage. I doesn't mean that it doesn't follow federal wage laws.
Seven states do not have State minimum wage laws: Alabama, Arizona, Florida, Louisiana, Mississippi, South Carolina, and Tennessee. Also not included is Georgia, which exempts tipped employees from its law.
This is a sovereignty issue between state & federal.
