Govt. tax breaks & spending target those who contribute heavily to campaigns?

I have to write an essay discussing how fiscal policy can be manipulated as a political tool (govt. spending and tax breaks can target those who have contributed heavily to campaigns, basically "paying back" supporters with taxpayer funds).

I have to include:
1. a summary of the example
2. assessment of the motives & whether the motives satisfy the needs of the nation as a whole
3. evidence of a link between Congress tax & spending decisions & campaign contributions

Can anyone suggest some examples with links? A few things came to mind (the Bridge to Nowhere, Enron, etc.), but they are old. I was hoping to come up with something more current.
