Pro-growth use of natural resources?

I have to do an essay on an example of pro-growth (unsustainable) use of natural resouces and include the following:

1 example of a resource
2 assessment of the motives of decision-makers involved & whether their planning is short or long-term
3 evidence that the Hotelling Effect is at work as the resouce becomes more scarce (has higher prices intensified the search for substitutes)

The only thing that I can think of is fuel / oil. Will this fit in? I know the Hotelling Effect is applicable in this case. Can you think of any other examples?
