Pubic decisions are dictated by our political process. The rational political decsion may not be the same as a rational economic decsion. This means that an economy in a system such as ours is less effective than it could be due to a decrease economic effieceny caused by governmental friction.
welfare = government
government officials are as stupid and selfish as private company employees.
But unlike market transactions, there are no "consumer rights" when dealing with government.
So government does an even worse job than a government will.
