Do other countries export to the USA only so we can ship the goods to Canada or Mexico? Why or why not?

this happens especially with small good transportation. There are economies of scale realized in shipping long distances to the US so the short land transportation to Mexico and Canada makes this a viable alternative
I have never heard of this happening. Why don't other countries ship directly to Canada or Mexico and avoid the extra transportation charges of going through the US? To go through the US does not make economic sense.
