2.d. This is an odd question. In the United State, government regulation is so pervasive that even illegal activities (which occur in cash issued by the government) are influenced.
3.c. When supply is greater than demand, the market reaches a new equilibrium at a lower price.

The other answers do not make much sense, and while the government does regulate and/or monitor a majority of industries (at least in America), it's not a big deal in non-regulated industries as long as the market is fair (for example, not privately monopolized).

Nonperishable goods are not discarded when unsold. Only perishable products receive such a treatment (known as "distress" or "shrink"). Otherwise, basic law of supply states that if a surplus occurs, that is if there is too much of the good produced and not enough sold, prices will drop to the point where all of the product is sold.
