I assume you mean a shortage not really scarcity. There will not be a shortage if the price system is allowed to work. As demand increases food prices increase making allowing more producers to cover costs. Now in a dynamic sense we should see investment in cost reducing technologies allowing even more production so food may be more expensive but the market will clear IF it is allowed to work.
India must further deregulate their economy to create more wealth, and greater incentives to produce economically.
Globalization is catching up and sooner or later the so-called third world countries opposing agricultural reforms will have to eventually give in lest survival will be at stake! India is no exception in such a scenario!
If food become scarce more will be produced. Indians have always had a huge population and have managed to feed themselves, even when agricultural machinery and fertilizants were not available.

In the american wasteland on the other hand... if the supply of fertilizant and oil ever stops, food wont be produced anymore.
