Ice / freeze of Outdoor Air Conditioning pipe?

What's the problem when my outdoor Air Conditioning unit pipes ( small & big pipe ) have solid ice on them?
I live in a tropical country where the humidity is above 85%.
If that is a signal of Air Conditioning problem, what should I do to take care of it?

Answer:
They should be insulated and the insulation should be protected with a vapor barrier.

There are some spray foam insulations that also act as vapor barriers.
