What is the difference between a bs and a ce number?

A B.S. number only implies that the standard bearing that number has been complied with.
Hence the B.S. number may only mean that a particular operation (maybe welding, maybe electrical insulation) complies with the quoted British Standard. Of course there are wider ranging standards, but most people are not able to associate a B.S. number with any particular document.
A C.E. number means that the whole product is considered safe for use, and that all (reasonable) potential dangers have been eliminated (by the fitting of guards or safety interlocks), and that warning decals have been placed to indicate residual hazards.
Neither number indicate fit for use, or that the thing would work.
I am a bit unsure of the context of the question, but presuming u are talking of approved standard marks, then bs is (British Standard) and CE i think is the european approved mark(Certified Europe??) Hope this helps
BS = British Standard is a legacy from the time when the UK wasn't yet, and/or didn't really want to be part of the European Union, so they had their own safety standard.
So did other EU countries to-be, like Germany who had the VDE standard.
CE is the harmonized version of those previously local standards.
I am not an expert but I think the previous two answers go a bit wide of the mark.You put the CE mark on a product to show that it complies with all EU directives. One directive is that the product, whatever it is, should comply with the relevant standards that apply it the country in which it is to be sold. So in the UK that would be a British Standard, and these come from the British Standards Institute (BS). There is a BS for toys for instance. You can put CE on the product if you believe that the toy complies with this BS. The best way is to get it tested by an accredited test lab or by the BSI labs themselves, but you don't have to. (and isn't interesting to see a TC answer a question when they don't really have a clue what they are talking about lol!)
