To define uniform acceleration. This is when some thing's speed is changing at a constant rate. If you measure the speed at 1 minute then at 2 minutes the difference is the rate. If you then measure the speed at 3 minutes and the rate is the same as from 1 minute to 2 minutes then that is uniform acceleration. If the rate is constantly 0 then there is no acceleration. Slowing down can also be uniform acceleration, the rate would be negative. If you plot this on a graph of speed (y axis) versus time (x axis) then the line would have to be straight. The slope of the line would be equal to the acceleration.
