1. Transformer- Reduce higher AC voltages to Lower AC voltages. Ep x ( Ns / Np) = Es
2. Voltage Divider can be used with AC or DC but much prefered in DC. Vout =[(Rs x Vin)/ Rt]
3. Unloaded Potentiometer Vout = [(R1 x Vin)/(R1+R2)]

Maybe strapping on thing strips of rubber along the wire every once in a while, some light bulbs, just any kind of resistance.
transformers raise the voltage - resisters drop it.
If you have AC, a transformer is the way to go; they are cheap and reliable. If you have DC, a DC-DC converter is used, which contains a transistorized circuit to convert the power to AC, a transformer, and a rectifier system to convert it back to DC. If your DC power requirements are modest, a series resistor or transistor regulator circuit can be used. Much depends on how much power is involved, and how well regulated the final voltage must be.
There are swiched-mode power supplies that use buck or boost converter circuits to change DC voltage without using a transfromer.
