If the country voltage is 230 but my voltage converter tells me to choose 220 or 240..which one is ok?

Either one will work fine. I would go with 240 but that's just me.
It's depends on what you will plug into the socket. For electronic equipments, there might be no effect even if you choose 220 or 240 because most of the the elctronic equipments today have a voltage range where it will operate normally such laprop chargers etc... For lamps and motors there will be a little effect if you use a lower or higher voltage (230 lamp connected to a 220V will be not as bright as if it is connected to 230V and motors will not attain the same speed if connected to a lower voltage), Please remember that these ratings (such as 230V) are nominal and sometimes lower or higher depending on your location with respect to the distribution transformer. The nearer you are to the step-down distribution transformer the higher the voltage.
It really doesn't matter a lot, as we talking about a less than 5% difference either way and most equipment will not even notice that – in fact the actual voltage supplied may well vary by that much. But just to be on the safe side I'd go with 240V.

switch it on first at 240, if youu notice that your out put is low then switch at 220, by the way, what will you load in your converter?multitap transformer?
