Everytime i run the washer in the house or flush the toilet theres a whinning noise comming from my pipes why?

Water hammer is due to a sudden change in water flow. If a valve is open and a large volume is flowing, and is then stopped, the kinetic energy of the water has to go some where when this dead stop happens, so you here something like a "bang" in the pipes, and you might see the pipes shake. The cure for this is a special adapter that can be put on the valves, such as at the washer which contain air in small tubes that are pointed straight up. The surge from turning off the water is absorbed by compressing that air in the tubes, momentarily.
As for the whine that you hear, that is trapped air, which could happen from just about anything. Find the highest sink, tub or any other water valve in the house, and open it. If you need to put a hose on it to take the water to a drain, do so. Leave the valve open until the whine stops. The whine is caused by vibrations set in motion as the water forces it's way past the air.
is this happening only in one toilet or in all?
if only one then best solution is replacing the toilet mechanism (only the valve, not all toilet), this can be from narrowing of the value passages due to scale.
there is an airlock, or water hammer
try opening all valves just a little bit
flush toilets, etc
see if this fixes the problem,
lift the tank lid and flush, see if the noise is coming from that valve
if it is it may need to be replaced
