Yes, a grinding wheel will do it but be prepared to stop and clean it frequently. The particles of brass will tend to clog the surface of the grinding wheel and reduce its cutting ability. Maybe if that device had some sort of steel brush touching the wheel to knock off particles.
use a hard metal file to shave it down
Most powder manufacturers cast the metals into billets, then use a grinder.
