on how can I save on fuels while using a steam boiler

Answer:
1. Insulation, insulation, insulation... not only around the boiler but around the deliver piping or ducting AND in the facility you are attempting to heat.
2. Tuning fuel to air ratio (a carbon monoxide detector can lead you to do this correctly)
3. Throttling back the exhaust (not so much to back up fumes) to retain heat heat in plenum area.
