I think the new Hong Kong Airport, and what it took to build the island up its on, followed by connecting it via expressway and rail to HK, all while keeping its existing highways open ranks really high up there.
After that, the islands of Dubai, and maybe the 12 plus mile causeway connecting Saudi Arabia and Bahrain.
I would put it right behind the Panama Canal. But the Chunnel is an amazing project!
