What is this clock part?

I am making a clock out of legos, and I wan't to make it chime. This fellow says that he used a system similar to the locking-plate striker mechanism. I'm not entirely sure what it is, or how it works, but I would like to find out, so I am looking for information on what exactly it does to make the clock chime, and possible diagrams on what it looks like and how it is assembled and put it into motion.
