Is this electronics schematic correct? (its a PIC programmer)?
My question is about pin 1,3, and 14. These are all Vdd for the different PIC chips. They all connect directly to the GND. Won't that like, not power the chip? (pin 5 on the Sub D9 connector is GND).
I just don't want to waste my time building this if it doesn't work (or could damage my PC/PIC).

After looking at the PIC datasheet and your link to "how to build a programmer". What they are doing is powering the programmer from the Negative voltage available on the RS-232 connector. So pin 5 on the connector which is ground will actually be the plus voltage relative to pin 3 on the RS-232 connector.
So from the power point of view, it looks like this circuit should work.
