In practise, it is never done.

time constraints and efficiency do not allow "overengineering"
An engineer does not have the time to waste time. So it is bad practise to focus beyond the required task

The actual answer is no. Some of the Gimmicks are actually very good ideas. I live pretty far north and heated mirrors are good, power windows on the passenger side of a truck are good.
However the myriad of fiddly little things that are always breaking down and never missed are just bad ideas.

Most of us when we think of Over engineering think of it as making things far stronger than they need to be. It is a very important thing to do but it can be carried to excess.
