Contact the Code Enforcement Dept at City Hall. You haven't explained what the machine is or what your neighbor does with it. If its just an old A/C unit, wait a few weeks and it will break. If your neighbor is running the "machine" for a business, then he may not be zoned for it. He's probably not running a legit business either. If you are on speaking terms, suggest ways to buffer the noise. Building a simple wooden fence or planting hedges will dampen the noise. If your neighbor is a jerk, in your view, then don't confront him and let City Hall do the dirty work. Remember, your neighbor may think you are the jerk.
Go to Radio Shack and get a Sound Pressure Level (SPL) meter. Get the analog version, I think it is about $30. It is a hand-held meter and you can get sound level readings from various locations.
EDIT: I checked the Radio Shack site, but could only find the digital version for $50. The analog meter is actually better, so check with your local store to see if they have it, or look for it on e-bay.
Why don't you just rent a sound level meter and do it yourself?
