If you are going to purposely cause collisions then yes, define a longer packet, the longest you can. In fact forget the idea of squeaking by with the minimum packet length to cause collisions, do everything you can to cause more collisions. Why ever you would do that however, I have no idea.
Now in case I misunderstood your question: there is, theoretically speaking since you didn't tell me what standard you are using or if you invented this protocol yourself, there is no minimum packet length. A transmitted byte or word might be all the information your packet requires.
