Well, high carbon steels are harder and stronger than low carbon steels but they are also more brittle. they are also more expensive to produce.
Since your vacuum cleaner won't need a super strong or hard fan blade, as it is only passing throught air, a high carbon content is not really necessary. A low carbon steel would be appropriate due to the cost and also it's increased durability when being knocked around etc (as you might expect dragging a vacuum cleaner around a house)
It dosn't taste nice at all and thats okay
The trade off is usually between cost, hardness and toughness.
fans for a vacuum might just as well be plastic. could be produce at lower cost. aluminum might work well also.
typical uses of higher carobn steel are
medium- knives. springs like the old leaf springs on a car
high carbon- drilling applications very hard but brittle
if you are thinking about mass producing, I would think plastic
aluminum , or carbon fiber would be easir to produce. steel would have to be milled where plastic or carbon, no
