Who is the most suffered from an Electrocuted human ladder?

It is generally believe since my childhood that if a human ladder gets electrocuted from a wall outlet, then the most distant human will suffer the most.
How's your opinion?

Answer:
I believe that if there was a human ladder (I'm supposing people on each others' shoulders) were to be electrocuted (one on the bottom, and one on the top holding the respective wires), the people holding the wires would have the hardest with putting up with the electricity trying to run through their fingers.
