Why were the levees left off of the Louisiana GIS CD?

I don't have an answer, but is it possible that the charter of the study was to evaluate the area, without human intervention. This could then be used as a basis for improvements?
The approach may be to look at raw data as a sanity check, and develop solutions based upon today's technologies.
That's the only thing that comes to mind.
Wouldn't you think that so many special interests groups would get in each other's way, and nothing could get done right?

It was discovered that "the levee that toppled at the 17th Street Canal was built with too little regard for the inherent weakness of the soil under the canal banks."
I mean, the Army's interests in are in defense, so that is how the engineers are trained to think. The levees were probably built so they COULD be toppled easily, if necessary, if the enemy was in a certain position.
Now, take all the organizations you listed above, and think of their interests, as I said, nothing could get done, and also, if you take each one and extrapolate with my explanation on the Army Corp of engineers, well, there you go...
