Unless "hr" is some obscure mass unit, there is no direct conversion. ppm is a unit-less concentration, e.g. mg/kg or cm³/m³.

Assuming that "hr" stands for hour (i.e. the total hourly amount of SO2 exhaust from a source of emission), you still don't get ppm unless you know the total hourly mass of gas exhaust. And that's for the exhaust gases before they meet the atmosphere.

In the atmosphere, you don't get an even distribution of SO2. Instead, you get diffusion, wind transport, subsequent chemical reactions (with water and oxygen to H2SO4), etc.

There is no easy way to predict SO2 concentrations in the atmosphere from exhaust rates.
No direct conversion possible.
kg/hr is an expression of mass flow over time
ppm is an expression of concentration

You need to know the volume of gas involved in the kg/hr mass transfer to work out a concentration.
kg/hr is a flow rate whereas PPM is a measure of concentration or contamination. You cannot convert one into another unless you know the volume into which you are discharging the gas.

If you are talking of airborne levels, you normally need to specify the atmospheric conditions too. Upstream, downstream, humidity,.there are several factors which affect the ppm value for a given dischage rate of x kg/hr.
Kg/hr is a rate of generation or discharge somewhere. PPM is a measure of concentration. There is no direct or indirect relation between Kg/hr and PPM.
What I have understood from your question is a different solution. If you can measure purity of SO2 at some particular point, it can be converted into PPM. The relation is simple, 1000000 PPM is 100%.
