Steam has several other applications besides heat. They include hot water, air-conditioning (don't ask me), cooking, humidification and sterilization (i.e. hospitals) and dry cleaners.
Steam can also be used to run chillers that provide air conditioning to buildings.
A lot of those larger buildings will use steam to create there hot water systems.
