Is there any device or devices that can turn on and off a circuit so that you get pulsing dc?

I believe you can use the basic 555 Timer chip from Radio Shack.
There's plenty.
Since every key on your keyboard is one.
Which is really why USB was invented.

Light dimmers that have SCR's convert ac power to kind of a chopped up waveform that allows current to flow in one direction.

If your power source is dc, you can still use an SCR, but then you need to drive the gate with a pulsing waveform, such as from a 555 timer.
